Board of Directors
CANARIE’s Board of Directors is comprised of representatives of CANARIE’s research, education and innovation stakeholder communities. Directors are elected for one-year renewable terms, and all Directors serve on at least one standing committee of the Board.
CANARIE relies heavily on the commitment of Board members for:
- Planning its future via the strategic plan;
- Reviewing and approving new initiatives that set direction for the organization within the funding mandate;
- Making final decisions on programs to be funded; and
- Approving corporate policies and overseeing compliance.

University of New Brunswick
Dr. H. Eddy A. Campbell joined the CANARIE Board in October 2013, served as Vice-Chair from 2017 – 2019, and was elected to the Chair position in October 2019.
Dr. Campbell is a Professor of Mathematics and Statistics at the University of New Brunswick, currently on leave after having served as President at UNB 2009-2019. His main research interest is the invariant theory of finite groups and has returned to that work full-time.
He has extensive experience in university administration, having previously served as President and Vice-Chancellor (Acting) and Vice-President (Academic) at Memorial University in St. John’s, Newfoundland. He also served as Associate Dean of the Faculty of Arts and Science and as Professor and Head of the Department of Mathematics and Statistics at Queen’s University in Kingston, Ontario.
Dr. Campbell is also a member of the Board of Directors of the Banff International Research Station, and serves on an advisory Board for a company in the private sector. He is a Fellow of the Canadian Mathematical Society and has served as its President. He has served on the Board of Directors of Compute Canada and in a number of capacities at the Natural Sciences and Engineering Research Council (NSERC), including as a member of its Executive Committee and the Committee on Research Integrity. He also served on the Boards of Universities Canada and University Sport.
Dr. David Castle
University of Victoria
David Castle joined the CANARIE Board in 2016.
David Castle is a Professor in the School of Public Administration and the Gustavson School of Business at the University of Victoria. He recently served as Vice-President, Research at UVic, and was previously the Director of the Innogen Institute at the University of Edinburgh.
With expertise in science, technology and innovation policy, his research is focused on large-scale research infrastructure and big science, intellectual property and research data management, and the social determinants of innovation and new technology regulation and adoption.
An experienced executive leader in post-secondary education, has consulted widely on governance and strategy, particularly with respect to interactions between government, private, and voluntary sectors.
Vice President, Finance
Gopi Chande is Vice-President, Finance at TELUS. Her portfolio includes managing the financial planning and analysis for the Technology Strategy and Broadband Networks business units, as well as overseeing TELUS-wide capital management, asset management and accounting policies. Gopi has held various leadership positions in the Finance team for the past eight years. Prior to joining TELUS, she earned her CPA, CA designation with gold medal distinction by examination with KPMG, and worked in their Vancouver, Budapest, and Silicon Valley offices.
Gopi was born in London, England, but raised in Vancouver, Canada. She holds a Bachelor in Business Administration from Simon Fraser University (Co-op) and has attended executive education programs at Harvard University in Cambridge, Massachusetts. She currently serves on the Boards of the TELUS Workers’ Pension Plan, Concert Properties, and the Mulgrave Independent School Society in West Vancouver.
Mr. Moodie Cheikh
CEO and Co-Founder
Moodie Cheikh joined the CANARIE Board in 2015.
Moodie Cheikh is CEO and Co-Founder of Searidge Technologies. As CEO, Moodie oversees the corporate direction and strategy for Searidge’s global operations. He focuses on leadership, complex deal negotiations, and customers. Moodie has successfully grown revenue year over year in excess of 25%, while maintaining the company’s profitability. He continues to be recognized for his mentorship, entrepreneurship and active involvement in the community.
With the goal of supporting local technology entrepreneurship and getting Canadian-based innovation accepted globally, Moodie is an active Board member of two Ottawa-based organizations. He is also an industry-recognized expert in the area of airport surface optimization—speaking at 50+ global conferences. In 2014, he was named one of Ottawa’s “Top 40 under 40” and under his leadership, Searidge has been recognized for its’ market-leading technology with Jane’s Airport Review “Innovation Award”, Ottawa’s Exporter of the Year and was named to the Deloitte & Touche LLP “Companies-to-Watch” list, an award honouring Canadian technology companies who display the kind of management expertise and superior technology that mark a successful early-stage company poised for continued growth.
Dr. Charmaine B. Dean
Vice-President, Research and International
University of Waterloo
Dr. Charmaine Dean joined the CANARIE Board in 2019.
Charmaine is Vice-President, Research and International at the University of Waterloo. In this role, she is focused on building upon foundational strengths to heighten the emphasis on collaborations, and link related external portfolios in a systematic approach to industrial partners and entrepreneurship.
From 2011 to 2017, Dr. Dean served as Dean of Science at Western University. Prior to her service at Western, she played a major role in establishing the Faculty of Health Sciences at Simon Fraser University in her capacity of Associate Dean of that Faculty. Previously, she was the founding Chair of the Department of Statistics and Actuarial Science at Simon Fraser University.
An engaged member of several relevant boards including, Compute Ontario, the Southern Ontario Smart Computing Innovation Platform, the Vector Institute for Artificial Intelligence and the Institute for Cybersecurity and Privacy, Dr. Dean has also served as a board member for the US National Institute of Statistical Sciences (NISS) Corporation, the National Institute for Complex Data Structures and the Canadian Statistical Sciences Institute. She is dedicated to developing outstanding computing capabilities for researchers and for building capacity in Canada and is interested in bringing together diverse communities to drive forward a unified direction for data management activities and priorities.
Assistant Vice President and Chief Technology Officer
Gayleen Gray joined the CANARIE Board in 2020.
Gayleen Gray is the Assistant Vice President (AVP) and Chief Technology Officer (CTO) at McMaster University where she oversees the University’s information systems and services, including information security, and initiatives related to the McMaster IT Strategic Vision and Plan that she launched in 2019. Gayleen provides leadership across all campus technology systems, services, and priorities, and she is responsible for the institution’s IT governance processes. A truly collaborative leader, Gayleen works with the institutions’ leadership team and a network of diverse colleagues and IT personnel to ensure McMaster’s research, teaching and learning initiatives are supported and enabled by campus systems and infrastructure.
Throughout her 21-year career in higher ed IT, Gayleen has developed relationships with colleagues and peers across Canada and in the United States, furthering collective areas of interest. Known for her deep experience and open and authentic nature, Gayleen is a frequent presenter and active participant at various professional forums such as EDUCAUSE, CUCCIO, CANHEIT and OHEIT. Gayleen sits on the ORION Board of Directors, the Hospice Wellington (Guelph) Board of Directors, and in 2020 joined the CANARIE Cybersecurity Advisory Committee and the CUCCIO Cybersecurity Standing Committee.
Mr. Bala Kathiresan
President and CEO
Bala Kathiresan joined the CANARIE Board in 2017.
Bala Kathiresan is the President and CEO of BCNET and the Chair of the National Research and Education Network Governance Committee. He is also a member of the Ministry of Advanced Education, Skills and Training Administrative Services Delivery Transformation Steering Committee in British Columbia. He brings over 25 years of information systems and strategic leadership experience and has a solid track record in facilitating strategic vision, managing execution and achieving organizational excellence in the public and private sector. Bala has successfully led strategic alliances and partnerships across a wide spectrum of stakeholders to enable a shared vision.
He has effectively merged large public-sector organizations working collaboratively with boards, management teams as well as internal and external stakeholders to accomplish strategic, operational and cultural aspects of mergers. As a community and industry leader, he has worked with local, provincial and federal government to successfully advocate for community and industry initiatives.
Bala served on numerous not-for-profit and public-sector boards and chaired various board committees, including finance, audit and compensation committees. He is the past Chair of the Ontario University Council of Chief Information Officers and Treasurer of the Canadian Council of Chief Information Officers. Bala holds a Bachelor of Commerce degree, an MBA, and a certification from the Institute of Corporate Directors.
Program Manager, Network Content Distribution
Sylvie LaPerrière joined the CANARIE Board in 2012 and was elected to the Vice-Chair position in October 2019.
Sylvie is an active builder of the global Internet. An expert in negotiating peering and international network interconnections, she is actively involved in extending the reach and use of the Internet. She is a strategic negotiator for Google’s global interconnection team managing the network edge and content delivery programs. Previously, she expanded Tata Communications’ Internet backbone in more than 25 markets, had it circle the globe and achieved settlement-free status. Operating in the international telecommunications arena for two decades, Sylvie has extensive experience in developing peering partnerships and negotiating commercial agreements with global, regional and national telecom and Internet operators.
An engaged member of the global Internet community of networkers, Sylvie chairs the Board of Directors of the North American Network Operator Group (NANOG), whose mission is to improve the Internet interoperability through the coordination and dissemination of technical information related to networking technologies and operational practices. She is also a member of the Board of the Amsterdam Internet Exchange (AMS-IX) and of the Montreal Internet Exchange.
With a solid foundation in product development for Internet, data and mobile services, Sylvie is an international leader on peering strategy and a frequent speaker at international panels. She received her Bachelor of Commerce in Marketing and Information Systems from École des Hautes Études Commerciales de Montréal.
Ms. Natalie Le Prohon
Vice President, Healthcare Industry and Telecommunication Industry
IBM Canada Ltd
Natalie Le Prohon joined the CANARIE Board in October 2018.
Nathalie Le Prohon is Vice president, Healthcare and Telecommunication industries for IBM Canada. She rejoined IBM in 2016 to lead a national team of industry professionals dedicated to working with clients in their transformation journey. Nathalie began her career at IBM Canada where she held several positions including Vice president of Strategic Outsourcing Sales, IBM Global Services. After leaving IBM, she took the position of President, Nokia Canada.
From 2007 and until joining IBM in 2016, Nathalie was a full-time director for various public and private companies, as well as not-for-profit organizations. She currently serves as Director of 5N Plus (vnp.to) where she is Chair of the Governance and Compensation Committee. She is also a director of BlackRock Metals and Casavant Frères, as well as a member of the John Molson School of Business Advisory Board.
She holds a Bachelor of Commerce degree from McGill University, and an MBA from the John Molson School of Business at Concordia where she was named Alumna of the year in 2009. She was also honored in 2013 by the MBA Association of Québec.
Mr. Chris Lumb
Chris Lumb joined the CANARIE Board in 2012, served as Vice-Chair from October 2015 – October 2017, and as Board Chair from October 2017 – October 2019.
From December 2009 until June 2019, Chris served as CEO of TEC Edmonton, a technology accelerator created by the University of Alberta and the Edmonton Economic Development Corporation. Through a variety of commercialization services, including intellectual property management, business planning and mentoring, market research, financing strategies and the TEC Centre incubation facility, TEC Edmonton’s programs contribute to Edmonton’s standing as one of North America’s leading regions for wealth creation through innovation. Working with researchers, entrepreneurs, and investors, TEC Edmonton transforms technologies into viable companies.
From 1994 to 2009, Chris was the CEO of Micralyne Inc. He was involved in all aspects of Micralyne’s development, including leading its transition from a university-owned not-for-profit to a privately held commercial company, growing annual revenues to more than $28 million, and delivering long-term profits and return on equity to its shareholders.
Chris is a Board Member and Former Chair of CMC Microsystems, Board Member for ACAMP, Radient Technologies, Cleankeys Inc., and Startup Edmonton. Overall, his career has been centred around building commercial success for advanced technologies, and the management of technology organizations to ensure they are profitably focused on addressing market needs.
Mr. Petri Lyytikainen
Vice President, Network Strategy, Services and Management
Petri Lyytikainen joined the CANARIE Board in 2017.
As Vice President, Network Strategy, Services and Management Petri works closely with Bell business units to create, support and implement technology strategies to enable new growth, cost reduction and competitive advantage. Petri leads Bell’s network infrastructure transformation initiatives to improve time to market, user experience and cost competitiveness. He is also responsible for value-added services (e.g. voice, unified communications, messaging, charging, Internet of Things etc.), network management solutions, and the Big Data Centre of Excellence.
Petri is a true telecom veteran with global experience in Europe, the U.S., and Canada. Prior to joining Bell, Petri headed Nokia’s network business in Canada as General Manager, and worked as Nokia’s Chief Technology Officer and Head of Solution Sales. Before that, he was based in Finland heading Nokia’s global Packet Core business unit as Global General Manager with an overall responsibility for 2.5G and 3G wireless data networks; solutions; and research and development.
Petri is an entrepreneurial business and technology leader who has an impressive track record of building businesses, and products and solutions. He creates high-performance teams and transforms organizations through achieving stretch goals.
Petri has degrees in Software Engineering and Programming from the Institute of Electronic Data Communications, and in Marketing and Business Administration from the Finnish Business College.
Dr. Larry Rosia
President and CEO
Dr. Larry Rosia joined the CANARIE Board in 2017.
Dr. Rosia’s career in education spans more than 35 years, as an Instructor, Program Chair, Revenue Generating Coordinator, Marketing Manager and Dean. He has more than 20 years of leadership experience in educational administration and has served in advisory roles to community, provincial and municipal committees. Dr. Rosia is the President of Post-Secondary International Network (PIN). He has and is serving as a Director or Board Member for several Regional, National and International organizations; including Business/Higher Education Roundtable (BHER) Committee, Polytechnics Canada, the International Mineral Innovation Institute (IMII), Skills Canada Saskatchewan, The Chair Academy International Leadership Board, the Saskatchewan Post-Secondary International Education Council, the Saskatchewan Labour Market Task Force (LMTF), World Federation of Colleges & Polytechnics, and the University of Regina Senate.
Dr. Rosia is an alumnus of UofA and SAIT Polytechnic and a lifelong learner. He has a background in telecommunications engineering, adult education and educational policy and administration, and in 2006 completed his PhD in academic leadership at the University of Calgary. He completed the Executive Leadership Program at Harvard University and he earned the Institute of Corporate Directors (ICD) Designation. Notable recognition includes the SAIT Board of Governor Award for Business and Industry Partnerships, the Conference Board of Canada Award for Business and Industry Partnerships, the Chair Academy International Exemplary Leadership Award, the Saskatchewan Men of Influence Award, and the Paul A. Elsner Excellence in Leadership Award.
Dr. Rosia is a well-respected ambassador for the post-secondary community. He authored a book titled “The Successful College President.”
Dr. Deb Verhoeven
Canada 150 Research Chair
University of Alberta
Deb Verhoeven joined the CANARIE Board in 2019.
Deb is Canada 150 Research Chair in Gender and Cultural Informatics at the University of Alberta. Before this she was Associate Dean of Engagement and Innovation at the University of Technology in Sydney. Deb was the Project Director of the Humanities Networked Infrastructure project, a virtual laboratory interoperating data from Australia’s major cultural collections. She has served on the boards of the Victorian eResearch Strategic Initiative (VeRSI) and the Tasmanian government’s Digital Futures Advisory Council.
Mr. John Weigelt
National Technology Officer
John Weigelt joined the CANARIE Board in October 2018.
As National Technology Officer, John Weigelt leads Microsoft Canada’s strategic policy and technology efforts. He leads Canadian outreach for a variety of technology policies including: Economic Development, Privacy, Security, Government 3.0, Accessibility, Environmental Sustainability, and Interoperability. A strategic thinker, John has contributed to the development of international technical standards and guidelines, and to government policies and legislation.
